In general, you can raise from international LP as long as your fund or the investor is not affected by regulations like CFIUS.
Is there an easy way to find this out? We have an investor in the Netherlands who is really interested in our fund and generally invests.

First, ask Base: What is the CFIUS regulation? Then, if your fund is not making investments that may be affected by regulations like CFIUS etc, the risk is likely low and you can proceed with the fundraising conversations. As you get closer to closing, your fund ops team should do a KYC&AML check prior to you countersigning the docs and admitting the LP to the fund. You can also do a quick google search and an OFAC search: https://ofac.treasury.gov/specially-designated-nationals-and-blocked-persons-list-sdn-human-readable-lists
